Charles W. "Buck" Smith
Senior IPC Master Trainer - 7711/7721, JSTD-001, 610

Charles W. "Buck" Smith is the Senior Technical Trainer at the Circuit Technology Training Center.  Charles received his degree from W. V. College of Technology and joined IBM immediately after graduation.

Charles spent the first part of his career with IBM in various capacities including procurement engineering, procurement quality engineering, semiconductor characterization, quality management, and vendor program management.  Locations included Manassas Va., Burlington VT., Austin TX., and Rochester MN.

Charles was offered and accepted the opportunity to join Solectron Corporation in Charlotte NC. as a business unit Quality Manager and where he was responsible for the total quality management of a 400 person business unit serving customers such as Cisco Networks, Lucent, NCR, Symbol Technologies, etc.

While serving at Solectron Charles became an IPC Instructor for IPC-A-610 Workmanship Standards and IPC J-STD-001 Process Control requirements for electronic products.  Taking this a step further Charles became a full time trainer and now holds Instructor certifications in the above IPC disciplines as well as IPC's new 7711/7721 Rework, Repair, and Modification of Electronic Assemblies.

Charles is a veteran of the United States Army where he served as a Military Policeman in Korea, Seneca Army Depot in upstate NY, and in Fort Lewis WA

   
 

 

 

Tim MCFadden
IPC Master Trainer - 7711/7721, JSTD-001, 610, 620 / IPC CIT - 600

Tim previously worked as a Manufacturing Operations Manager overseeing both manufacturing and engineering for a custom design and manufacturing CEM in Florida .  He has over 25 years experience in prototypes, production, design engineering, process engineering, rework, repair and electronics training.  

Tim has been responsible for developing, documenting and implementation of production techniques, manufacturing processes and procedures, quality standards, inspection procedures, and equipment procurement.  He has either conducted or overseen all employee training programs.   

Tim worked for a 501C non-profit organization and established a state licensed Basic Electronic Assembly school in Florida based on IPC-A-610 and J-STD 001 requirements.  The school assisted TANF individuals who successfully completed the curriculum in receiving jobs with local electronic companies.

 Tim has also established procedures and trained screen printing of resist and masks for PCB’s, membrane switches, and multi color graphic overlays, with emboss and die cutting operations as related.  Additionally he has updated procedures and trained personnel in PCB thru-hole plating, pattern plating and etching operations.

 Tim is certified by IPC as a Master Instructor for IPC-A-610, IPC/WHMA-A-620, IPC 7711/7721, and IPC J-STD-001 and CIT for IPC-600.

 

 

 
   

Angel Deluna
Bi-Lingual Spanish and English IPC Master Trainer - 7711/7721, JSTD-001, 610, 620

Angel DeLuna served in the U.S. Army from January 1977 to April 1999.  While in the military, his primary occupational specialty was as a Tactical Communications Chief.  He has over fifteen years experience in Teaching and Management of employees including four years as a Military School Certified Senior Instructor responsible for six instructors. As a Senior Drill Instructor, he trained over 3500 civilians to become fully qualified soldiers in all aspects of communication equipment.  He also trained and supervised communications technicians in the operation, maintenance and repair of all organizational communications equipment. Graduating from Central Texas College in December 1990, he also completed basic and advanced electronics courses from Great Plains Vocational School, Lawton, Oklahoma. 

Angel graduated from the Basic and Advanced Electronics Communications Courses at Fort Gordon, Georgia, which included coursework in use and repair of Satellite Communications and IHFR (Improved High Frequency Radio Communications) Systems. The training also included the transitional phase from antiquated communications systems into fiber optics tactical systems. 

In 1999 he received his IPC Master Instructor Certification and conducted training in electronics to include component recognition, system troubleshooting, schematics reading, solder training and numerous other courses. Specializing in course development in a variety of subjects for different company training programs and multimedia presentations for major organizational training events,

After 22 years of service with the U.S. Army, he joined the staff of Keystone International in 1999. In 2002 he received OHSA 500 and 501 certification and became a safety consultant with Alexyon, Inc. and also conducted IPC J-STD-001, 610 D and IPC 7711/21 training classes for both Certified IPC Specialist and Certified Trainers

 

   
 
   

KEVIN E. BOBLITS
IPC Master Trainer - 620 / IPC CIT -7711/21, JSTD-001, 610

Kevin Boblits has spent the last 19 years in manufacturing & technical training. He is an accomplished pro-active project/production manager, familiar with system processes and procedures, with excellent communication and instructional skills. Currently, Kevin maintains the Reisterstown Training Facility and provides the area with a local IPC Master Instructor.
